What the FCDO Actually Apostilles: Signatures, Seals and Stamps
A common misconception is that the FCDO apostilles a document itself. In practice, it authenticates a specific UK-recognised signature, seal or stamp appearing on that document. This is why the location of the signer matters less than who signed and in what capacity.
For example, a UK birth certificate carries the official seal or stamp of the General Register Office. That seal is recognised by the FCDO, which means the certificate can usually be apostilled whether the holder is in London, Sydney or Dubai. The same principle applies to many other UK-issued official certificates.
On the other hand, a document that has been signed and notarised by a foreign official, such as an overseas notary public, does not carry a UK-recognised signature. The FCDO would not typically be able to apostille such a document. In that case, legalisation would usually need to take place in the country where the foreign official practises.
